The Luton Carnival Arts Development Trust (LCADT) aims to establish a new national Centre for Carnival Arts. Extensive consultation was carried out with community groups including Luton Council, Local Education Authorities, Further Education and higher Education Centres, including the University of Luton, as well as wider carnival arts community.

The building of this impressive centre is currently underway, situated in the heart of Luton, Bedfordshire. The Centre will provide the infrastructure to connect diverse communities and young people to the creative industries and forge links between business, schools and community groups. It will support established carnival groups, bands and community partners to deliver and sustain effective and financially viable long-term projects. The benefits will lever external revenue, increase tourism and raise Luton's profile as an international centre of creative excellence.

The LCADT applied to WREN for £50,000 towards the costs of the community performance space, an area where carnival groups can perform to the public. Funding was granted in December 2007.
