Geographical priorities
• Where projects are of equal merit, the Advisory Panel agreed to give priority to projects that are closest to an active WRG landfill site.
• Project applications from within a 10-mile radius of a WRG landfill site, however priority will be given to projects that fall within a 5-mile radius of a WRG landfill site.

Application Guidelines
The Advisory Panel agreed that it would not support project applications from a single sports facility that operates a Membership policy. To support a single sports facility project application there must be clear evidence of wider community use. The Entrust interpretation of wider community use is that the facility is being used by at least four other organisations or community groups not associated with the single sports facility.
The Advisory Panel Members agreed that they will not accept project applications for work on Church buildings where the only purpose of the building is religious worship. This type of project must apply to the Derbyshire Churches & Chapels Preservation Trust (DC&CPT) if it falls within the County of Derbyshire to which the Advisory Panel award a Block Grant annually.
Church Halls and Church buildings where the primary use of the building is community and not religious worship can still apply to WREN for funding. (By primary use we mean that no more than 49% of the footprint of the building is designated for religious worship).
The Advisory Panel Members agreed that if a project has secured funding from the DC&CPT then it will not award a grant to the same project. (NOTE: A Church would still be able to apply to WREN for funding a project at their Church Hall if they had separately secured funding for work on the Church from the Churches Trusts).
Sustainability
The Advisory Panel agreed that priority will be given to projects that have considered the environmental impact of their proposed project, energy efficiency, the use of sustainable materials and processes.
Consultation
The Advisory Panel Members expect applicants to have carried out appropriate community consultation for their proposed project with existing users/user groups, potential users/user groups, residents who live close to the proposed project and members of the surrounding community.
The consultation should demonstrate local support for the proposed project and also outline how the need for the work was identified.
Financial Sustainability
Any project that will rely on the generation of income in order to be able to continue to operate in the future must write and submit a plan with their project application. This must include both a forecast of what the future estimated maintenance costs for running the facility will be and a forecast of what forecast income they project to raise annually. A copy of any lettings policy and a copy of the last full set of audited accounts should also be provided.
Evidence of Self-help
The Advisory Panel Members agreed that they would not set a standard ratio that they expect to see raised by an applicant as self help, however they will not award 100% funding.
